He was returned as member from Lennox and Prince Edward to the first Parliament of Upper Canada, which was convened by Governor Simcoe. "Because of his relicious scruples, for he belonged to the Society of Friends, he would not take the oath of office prescribed by law, and his seat was declared vacant."

Philip sold this lot to Jonathan Clark of Hallowell. The Bargain and Sale instrument was registered in Picton and copied to the Prince Edward County land registrar's books on January 6, 1819. This lot later became 'lot 11, concession 1 Lakeside, Hillier Township' when Hillier township was formed from part of Ameliasburgh township around 1824. Philip was paid 105 pounds by Jonathan Clark for this lot of 200 acres.
